North Korea said it wouldn’t give up its nuclear arsenal until the U.S. first removed its nuclear threat, raising fresh doubts about a breakthrough in stalled bilateral talks.

The remarks, published Thursday by the country’s state media, come a day after Washington’s lead negotiator on North Korea, Stephen Biegun, appeared to offer an olive branch to Pyongyang. He said he would reconsider restrictions on U.S. aid workers’ access to the isolated North.

In the Thursday statement, attributed to an individual referred to only as Jong Hyon, North Korea insisted the U.S. begin by “removing all elements of nuclear threats from the areas of both the north and the south of Korea and also from surrounding areas from where the Korean peninsula is targeted.”

The two sides have been at loggerheads since a June summit between President Trump and North Korean leader Kim Jong Un. Two meetings between Secretary of State Mike Pompeo and his North Korean counterparts have been canceled in recent months, while planned summits between Messrs. Trump and Kim, and between Mr. Kim and South Korean President Moon Jae-in, have been pushed into next year.
