今后，那些被起诉欠账不还的"老赖"们在广东出境时就要遇到麻烦了。根据广东省高级人民法院和广东省公安厅草拟的一项最新法规规定，警方可以在海关检查站扣留那些欠账不还的"老赖"，禁止他们离境。

在上面的报道中，customs checkpoint就是指"海关检查站"。除"海关"外，customs还可以用来表示"关税"，不过在WTO文件中多用tariff来表示。缔约国可以互相给以reciprocal tariff(互惠关税)，或组建customs union(关税同盟)，或征收regional tariff(地区性关税)。但有贸易争端的国家常向对方征收retaliatory tariff(报复性关税)，或者punitive import tariff 。

Heavy debtors(背负重债的人)或者是bad debtor(呆帐债务人)等有关monitored names(被监控对象)在customs checkpoint出境时会受到警方阻拦，并可以扣押其travel document(旅行证件)。广东省是bad-debtor blackspot(呆账债务人的聚集之地)，因此这对law-abiding business people(守法商人)来说是个好消息。
