China has rolled out its first set of mandatory national standards in the field of senior care to provide bottom-line requirements for service quality of the sector. Elderly care organizations should meet requirements on aspects such as fire prevention, hygiene and health, environmental protection, food, medicine, buildings and facilities. It also requires improving the training of senior caregivers and management of pension organizations such as making emergency response plans.

《养老机构服务安全基本规范》强制性国家标准(以下简称标准)日前公布，将于2022年1月1日起实施。这是我国养老服务领域第一项强制性国家标准。标准主要内容包括基本要求、安全风险评估、服务防护和管理要求等。其中，基本要求部分明确了养老机构应当符合消防、卫生与健康、环境保护、食品药品、建筑、设施设备标准中的强制性规定及要求。同时，对养老护理员培训、建立昼夜巡查和交接班制度等基础性工作提出了要求。安全风险评估部分明确了老年人入住养老机构前应当进行服务安全风险评估及评估的相关要求，这是精准做好养老机构安全防范的第一关。在服务防护部分，对养老机构中迫切需要统一规范的噎食、坠床、烫伤、跌倒、走失、他伤和自伤等九类服务安全风险，明确针对性的预防和处置措施等相关要求。管理要求部分明确了养老机构要做好应急预案、评价与改进、安全教育等工作，以便于不断提高服务安全管理的规范化水平和持续性改进能力。
