1. 一般来说，按照语法一致原则，谓语动词要用单数形式。

What he said is true.

他说的话是真的。

所需的是行动。

2. what从句作主语，有时候主句的谓语动词be与表语的数保持一致。如果主句的表语是复数，主句谓语动词用复数，主句的表语是单数，谓语动词就用单数形式。

What they want are books .

他们想要的是书本。

What they want is money.

他们想要的是钱。

What he wants to see is your manager.

他想见的人是你们经理。
