Russia will consider creating a "bad bank" for troubled assets as part of a package of measures worth at least 2.3 trillion rubles to combat the country's looming economic crisis.

It was part of a package of 60 measures unveiled to support the economy and stimulate structural reform in Russia, including a 1trillion rubles recapitalization of the banking system and a 300 billion rubles injection of capital into Vnesheconombank (VEB), the state development bank, to allow it to boost lending to the real economy.

Russia is facing a sharp recession this year, with economists predicting an economic contraction of 2.5-5 percent as tumbling oil prices and western sanctions hit the real economy.
