Universities are not allowed to lure students with unreasonable perks such as excessive scholarships or placement promises, the Ministry of Education announced on Wednesday in a notice regulating university recruitment.

教育部8日印发通知规范高校招生工作，要求高校不得以高额奖学金或承诺录取等不当方式恶性抢生源。

教育部规定，高校不得通过签订预录取协议(preadmission contracts)、入校后重新选择专业(choose different majors after enrollment)等不当方式吸引生源(attract students)。此前，北大、清华在微博上“掐架”，互相指责对方存在诈骗、花钱买高分考生("buying" top scorers on the gaokao)等行为。高校争抢优质生源(battle for top students)不是新鲜事，招生组甚至在成绩公布前就打电话给优生，带他们参观校园(offer campus tours)，询问他们的理想专业。

“恶性抢生源”可以用lure students with unreasonable perks表示，指的是在高校招生过程中，通过一些优惠政策，争抢高分考生。Lure在这里指的是用好处诱惑，引诱。“抢优质生源”还可以用 poaching of talented students表示，poach这里指挖墙脚。“生源”可以用student pool来表示。
