China said it has begun to halt all military-provided paid services, which analysts said would help prevent corruption and enhance combat capabilities.
中国近日表示将开始暂停所有军队有偿服务，分析人士指出，此举将有助于防止军队腐败，提高作战能力。
军队有偿服务(military-provided paid services)，是指一些军队超范围经营的有偿服务，无偿使用军队资产，进行个人利益化的“赚钱”方式。最典型的是军队医院(military-run hospitals)、军队院校、军队科研机构、军队仓库、码头、文艺团体等。由于历史原因，这些单位会存在一些有偿服务工作。
《通知》指出，中央军委计划用3年左右的时间，分步骤停止军队和武警部队一切有偿服务活动。自《通知》下发之日起，所有单位一律不得新上项目、新签合同开展对外有偿服务活动(military units will no longer be allowed to launch new programs or sign new contracts of paid services)，凡已到期的对外有偿服务合同不得再续签(expired contracts may not be extended)，能够协商解除军地合同协议的项目立即停止。
有偿服务是特殊历史条件下的产物。1998年军队和武警部队停止经商后，暂时保留一些领域可以开展有偿服务活动，在特定时期对锻炼技术队伍、提高平时富余资源使用效率(increase the efficiency of the surplus resources)、缓解标准经费不足起到了一定作用。但后来，一些单位有偿服务的摊子越铺越大，投入的精力越来越多，甚至出现违规运行、滋生腐败等突出问题。
早在去年4月份，全军对外有偿服务管理工作领导小组已部署先期清理摸底工作。分析人士指出，利益会分散军队提高作战能力的精力(profits will distract the military from strengthening its combat capabilities)，此次停止一切有偿服务有助于防止军队腐败，提高作战能力。
