① prevail upon是“说服，劝说”的意思。

We all prevailed upon him to rest home but he refused to stay idle. 我们劝他在家休息，但他不肯闲着。

He was prevailed upon to attend the meeting，despite his reluctance. 他被说服去参加会议，尽管很勉强。

② prevail over是“压倒，战胜”（be victorious over）的意思。
