At the invitation of Chinese Special Representative on the China-India Boundary Question and State Councilor Yang Jiechi, Indian Special Representative and National Security Adviser Ajit Doval will attend the 19th Special Representatives' Meeting on the China-India Boundary Question in Beijing from April 20 to 21.
一、应中印边界问题中方特别代表、国务委员杨洁篪邀请，印方特别代表、印度国家安全顾问多瓦尔将于4月20日至21日来京举行中印边界问题特别代表第19次会晤。
The UN General Assembly will convene a special session on the world drug problem from April 19 to 21 at the UN Headquarters in New York. State Councilor, Director-General of the National Narcotics Control Commission, and Minister of Public Security Guo Shengkun will lead the Chinese delegation to the session.
二、2016年世界毒品问题特别联大将于4月19日至21日在美国纽约联合国总部举行。国务委员、国家禁毒委员会主任、公安部部长郭声琨将率中国代表团出席。
This special session will make an all-round evaluation of the achievements made and challenges faced by the world campaign against narcotics, and chart the course for the effective handling of world drug problem.
本次特别联大将全面评估国际禁毒事业取得的成绩与面临的挑战，并就有效应对世界毒品问题作出规划。
Q: Last week, the Malaysian government deported a group of wire fraud suspects to Taiwan. Taiwan officials later set them free. Is the mainland upset about this? Did you protest with the Malaysian side?
问：上周，马来西亚政府向台湾方面遣送了一批电信诈骗嫌疑人，台湾方面将这些人释放。中国大陆是否对此感到不满?是否向马来西亚方面提出了抗议?
A: Regarding the cross-Straits relations that this issue touches upon, you may have noticed that the spokesperson of the Taiwan Affairs Office of the State Council issued a statement during the weekend.

I also want to stress that one-China principle is an important political prerequisite for bilateral relations between China and other countries around the world. Relations between China and Malaysia are developing in an all-round way. We believe that effective cooperation between the two sides in law enforcement and security on cracking down on cross-border crimes will serve the fundamental interests of the two sides.

Q: The Japanese government recently released its 2016 Diplomatic Bluebook which claimed that China's ongoing land reclamation activities are for military purposes and criticized Chinese vessels' multiple entry into waters off Diaoyu Dao. What is your comment?
问：据报道，日本政府日前发表了2016年度《外交蓝皮书》，批评中国进行岛礁建设并用于军事目的，并指责中国船只多次进入钓鱼岛附近海域。中方对此有何评论?
A: China has indisputable sovereignty over Diaoyu Dao and its affiliated islands, and the Nansha Islands and their adjacent waters. The Chinese side will firmly safeguard national territorial sovereignty and maritime rights and interests. Meanwhile, we are committed to properly resolving relevant disputes with countries directly concerned through friendly consultation.
答：中国对钓鱼岛及其附属岛屿、南沙群岛及其附近海域拥有无可争辩的主权。中方坚决维护国家领土主权和海洋权益，同时致力于同直接有关的当事国通过友好协商妥善解决有关争议。
We have also noted that the Bluebook recognized a stable Japan-China relationship as conducive to peace and stability in the Asia-Pacific. If Japan genuinely wishes for stable China-Japan relations and regional peace, it should match its words with actions by stopping hyping up maritime issues and making irresponsible remarks so as to avoid further disturbance to bilateral ties and the situation in the region.
我们也注意到，蓝皮书也指出，稳定的中日关系有利于亚太地区的和平与稳定。如果日方真的希望稳定中日关系，维护地区和平，就应言行一致，包括应停止炒作涉海问题，停止发表不负责任的言论，防止对中日关系和本地区形势带来新的干扰。
Q: China's defense ministry said that a Chinese military plane landed on Yongshu Jiao of the Nansha Islands last Sunday. Is this the first military plane that landed on the island?

A: The Chinese People's Liberation Army (PLA) stands ready to offer emergency assistance to the people. This is a fine tradition of the PLA. It is nothing to be surprised at on Chinese soil.

Q: Last weekend, a strong earthquake hit Ecuador, killing more than 200 people. Will China consider offering humanitarian assistance to Ecuador?
问：上周末厄瓜多尔发生强烈地震，造成超过200人死亡。中方是否将向厄方提供人道主义援助?
A: Ecuador suffered huge casualties and property losses in the strong earthquake. China is deeply concerned about that. The Chinese side expresses its deep condolences to the deceased and sincere sympathy to the people affected by the disaster, and believes that people in Ecuador will conquer the difficulties, overcome the disaster and rebuild their homes at an early date. The Chinese government attaches high importance to the safety of Chinese citizens in Ecuador. So far there has been no report of Chinese casualties. The Chinese Foreign Ministry, Embassy in Ecuador and Consulate-General in Guayaquil will continue to follow the situation and offer timely help to Chinese citizens.
答：中方对厄瓜多尔发生强烈地震并造成重大人员伤亡和财产损失深为关切，对遇难者表示深切哀悼，并向灾区人民表示诚挚慰问。中方相信，厄瓜多尔人民一定能够克服困难，战胜灾害，早日重建家园。在这我也想提请大家注意，就是中国政府高度关注在这个地震中是不是有中国公民伤亡，关注他们的安全状况。到目前为止，我们没有接到有关中国公民在地震中伤亡的报告。中国外交部和驻厄瓜多尔使馆、驻瓜亚基尔总领馆将继续密切跟踪灾情并及时向在厄中国公民提供帮助。
As for whether we will provide assistance to Ecuador, we are in close contact with its government and will offer help in accordance with the needs of the government and people of Ecuador.

Q: We have noted the intensive interactions between China and India that are unfolding these days. You just announced the visit by the Indian National Security Adviser. India's Defense Minister has already arrived in Beijing. Foreign Minister Wang Yi will also meet the Indian Foreign Minister in Moscow. What is your comment?
问：我们注意到近期中印之间的密集互动。刚才你发布了印度国家安全顾问将访华的消息。印度国防部长已抵京访问。王毅外长还将在莫斯科会见印度外长。你对此有何评论?
A: China and India always have close high-level exchanges. The intensive high-level interactions you mentioned reflect that China-India relations are enjoying a sound and stable momentum of development, with in-depth growth of political mutual trust, enhanced exchanges and cooperation in various fields, and sound coordination and cooperation in international and regional affairs. Despite some differences between the two sides which the media are more interested in, China and India are all willing to effectively manage and address these differences through friendly negotiation and consultation.
答：中印之间实际上一直保持着密切的高层交往。你所提到的近期中印之间的密集的高层互动，实际上是当前中印关系健康稳定发展良好势头的反映，表明两国政治互信进一步加深，各领域交流合作不断推进，在国际地区事务中保持了良好协调与配合。虽然双方关系中存在个别分歧，大家可能也注意到，有的媒体可能比较关注这方面情况，但是双方都有致力于通过友好谈判和协商有效管控和解决有关问题的意愿。
I want to stress that China and India are two largest developing countries and major emerging economies as well as two significant forces that drive forward world multi-polarization. Q: Yesterday, a deputy of the Brazilian Chamber called for the start of impeachment procedures against President Rousseff. What is your comment?

A: Brazil is a major country in Latin America and an important emerging market economy. It is also an important comprehensive strategic partner for China. We follow closely what is going on inside Brazil and hope that all sectors in Brazil can properly handle the complex situation they are facing and maintain political stability and economic and social development.
答：巴西是拉美地区的大国，也是重要的新兴市场国家。同时巴西也是中国重要的全面战略伙伴。我们密切关注巴西国内形势的发展，希望巴西各界能够妥善处理当前的复杂局面，保持国家政治稳定和经济社会发展。
Q: It is reported that Taiwan invited experts on international law and physical geography to visit Taiping Dao of China's Nansha Islands. Leader of the Taiwan region Ma Ying-jeou reiterated that islands in the South China Sea belong to China, and the nine-dash-line shall be interpreted in accordance with the international law in existence when the lines were drawn instead of the United Nations Convention on the Law of the Sea which only took effect several decades later. Ma also said that it is very difficult to resolve disputes through a third-party arbitration. It is better to settle disputes through consultation. What is your comment?
问：据报道，日前，台湾方面邀请有关国际法和自然地理专家登上中国南沙群岛太平岛进行考察。台湾地区领导人马英九重申南海诸岛是中国领土，对南海断续线的解读应当依据“时际法”原则，按照当时的国际法而非几十年后才生效的《联合国海洋法公约》。马还提及，通过第三方裁决解决争议难度很大，还是应当以协商方式予以解决。请问中方对此有何评论?
A: Like what I have said, China has indisputable sovereignty over the Nansha Islands including Taiping Dao and their adjacent waters. China's sovereignty and relevant rights over the South China Sea were formed over the long course of history and are fully backed by historical and jurisprudential evidence.
答：刚才我已经说过，中国对包括太平岛在内的南沙群岛及其附近海域拥有无可争辩的主权。中国在南海的主权和相关权利是在长期历史过程中形成的，具有充分的历史和法理依据。
The final settlement of territorial issues, regardless of what mechanisms and procedures are undergone, including a resort to a third party, has to be based on state will and be agreed upon by parties directly concerned through negotiation.
世界上领土问题的最终解决，无论经过哪些机制和过程，包括付诸第三方解决，都应以国家意志为基础，最终要由当事方通过谈判达成协议。
The Chinese people from both sides of the Straits share similar views on the relevant issue and jointly bear the honorable mission of protecting the heritage of the Chinese nation.
此外我想强调，海峡两岸中国人对有关问题持有相似立场，共同承担着维护中华民族“祖产”的光荣使命。
Q: Costa Rica's government canceled an investment project of CNPC in Costa Rica which is one of the largest projects that China has invested in Latin America. What is your comment?
问：上周，哥斯达黎加政府宣布取消中石油在哥斯达黎加一个投资项目，该项目是中国在拉美地区最大的投资项目之一。中国政府对此有何评论?
A: We have noted relevant reports. China values its friendly relations with Costa Rica which have been developing with a sound momentum in recent years. For the issue that came up in cooperation which is an individual case, it is hoped that relevant enterprises of the two sides can enhance communication, understand each other's concerns and find a proper solution through consultation.
答：我们注意到有关媒体报道。中方重视同哥斯达黎加的友好关系。近年来，中哥关系保持良好的发展势头。对于个别合作中出现的问题，希望两国有关企业继续加强沟通，相互理解对方关切，妥善磋商解决方案。
