15. Free Lunch
One day a priest goes to a restaurant for a lunch.
After the lunch he asks about
【1】 his bill, and the boss replies, "I can not accept money from you, for you are a good man—you do God's work."
The priest is pleased, and leaves the restaurant.
When the boss goes to open up 【2】 his restaurant the next morning, there is a dozen bibles waiting for him at the door to the restaurant.
Later, a police officer comes in for a lunch, and when he tries to pay his bill, the boss again replies, "I cannot accept money from you, for you are a good man—you protect the public."
The police officer is happy and leaves the restaurant.
The next morning when the boss goes to open up there is a dozen doughnuts waiting for him at the door to the restaurant.
Later that day, an economist comes in for a lunch, and when he goes to pay his bill the boss again replies, "I cannot accept money from you, for you are a good man—you serve the social welfare."
The economist is very happy and leaves the restaurant.
The next morning when the boss goes to open up, there are a dozen economists lined up 【3】 waiting for a free lunch.

背景知识与点评
·经济学家强调“天下没有免费的午餐”（There is no such thing as a free lunch in the world!）［参见著名经济学家格里高利·曼昆（Gregory Mankiw）的《经济学原理》第3版第4页］，意思是要想得到就必须付出。
·但是假如经济学家们真的碰上了天上掉馅饼这样的好事，他们似乎比不知道“天下没有免费的午餐”这个道理的那些人（如笑话中的牧师和警察）更积极想得到这样的好事。其实这也难怪，因为经济学家相信人们都是自私自利的理性人，是利益最大化、成本最小化的理性人，享受免费午餐的成本为零，当然就趋之若鹜了。另外，是不是经济学知识越丰富的人就越容易贪小便宜呢？威斯康星大学社会学家杰拉尔德·马维尔（Gerald Marwell）和鲁斯·埃姆斯（Ruth Ames）在1981年发现，经济学专业的学生比其他专业的学生贪小便宜的倾向高得多。其实人人都想得到免费午餐，所以有了免费杀毒软件，谁还去买付费杀毒软件呢？
·福利经济学（welfare economics）是研究社会经济福利的一种经济学理论体系。内容包括：社会经济运行的目标，或称检验社会经济行为好坏的标准；实现社会经济运行目标所需的生产、交换、分配的最适度的条件及其政策建议等。本笑话也讽刺了研究社会福利的经济学家其实并不热衷于创造社会福利，而是热衷于享受社会福利。
