20. The New President Was Bent on Shaking Things Up

Having assumed office 【1】 in the midst of 【2】 the Great Depression, president Roosevelt took drastic measures (boosting public spending, lowering interest rates to encourage lending...) to revive the American economy.

In 1933 Harold Ickes, FDR's secretary of the interior, was asked why the new president was so bent on 【3】 shaking things up 【4】 . "You can't fertilize a 40-acre field," Ickes replied, "by farting through the fence."

在大萧条的阴霾中就任美国总统的罗斯福，上台后采取了激烈的措施（大力增加公共支出、降低利率以刺激经济……）来复苏美国的经济。

1933年，在被问到为什么这位新总统热衷于闹这么大动静的时候，罗斯福的内务部部长哈罗德·伊克斯答道：“你总不能隔着篱笆放屁就给40英亩的田地施了肥吧。”

背景知识与点评

·增加政府支出属于积极的财政政策，降低利率则属于积极的货币政策，二者都是应对经济危机的不二法宝，在罗斯福时期如此，在今天也是如此。

·并非每个人都对政府的政策表示理解甚至支持，所以当美国经济在2010年第一季度开始恢复增长时，奥巴马总统就毫不客气地对当初反对他实施扩张性财政政策的共和党人进行了猛烈的抨击。
