At a State Council executive meeting presided over by Premier Li Keqiang, three major pro-growth initiatives were announced, including tax breaks for small and micro enterprises, greater support for the redevelopment of run-down urban areas and more investment in railways.
国务院总理李克强主持召开的国务院常务会议宣布了三项促增长措施，包括小微企业所得税优惠政策，加大对棚户区改造的支持以及加大铁路投资。
此次国务院出台的促增长措施(pro-growth initiatives)有别于以往的大规模刺激方案(all-out massive stimulus)，而是有针对性的刺激方案(targeted stimulus)。方案主要包括：进一步减轻小微企业税负(further measures to alleviate the tax burden on small and micro enterprises);加快棚户区改造(redevelopment of run-down urban areas)，由国家开发银行成立专门机构，实行单独核算(independent accounting)，采取市场化方式发行住宅金融专项债券(special bonds to finance government-subsidized housing projects)，向邮储等金融机构和其他投资者筹资;确定了深化铁路投融资体制改革(deepen investment and financing reforms in the railway sector)、筹措和落实建设资金的政策措施，设立铁路发展基金(railway development fund)，创新铁路建设债券(railway financing bonds)发行品种和方式等。
无论是为小微企业减负、加快中西部铁路建设还是加快棚户区改造，均体现出既利当前、更惠长远的要求。中国此轮稳增长措施的背后是促改革(carrying out reform)、调结构(making structural adjustment)、惠民生(benefiting the people)的协同并进。
