国务院总理李克强1月19日主持召开国务院常务会议，推进深化医药卫生体制改革，部署加强乡村医生队伍建设、更好保障农村居民身体健康。

To do so, all counties in China will have at least one general hospital and a Traditional Chinese medicine (TCM) hospital. Trans-regional medical institutions will be tried in the Beijing-Tianjin-Hebei region, the Yangtze River Delta and the Pearl River Delta regions.

为实现这一目标，县级原则上设一个县办综合性医院和一个中医类医院。在首都经济圈(京津冀)、长三角、珠三角等地区，未来将试行跨区域统筹设置医疗卫生机构。

文中的trans-regional medical institutions就是指“跨区域医疗卫生机构”。会议确定，原则上将按照每千服务人口不少于1名的标准(every 1,000 residents in the countryside have access to at least one doctor)在全国配备乡村医生(rural doctors)。采取公建民营(public-private partnerships)、政府补助(government subsidies)等方式，支持村卫生室(village medical institutions)建设和设备购置。

针对乡村医生普遍专业素质有待提高的现状，国家层面将致力扶持开展免费培训(extra training for free)和脱产进修(further education opportunities)，建立乡村全科执业助理医师制度，优化医疗资源配置(optimize the allocation of medical resources)，加强基层医疗机构(grassroots medical institutions)服务能力。
