Chinese colleges and universities are required to formulate and issue regulations on online education enrollment, according to the guideline.
通知要求，国内高校建立并出台网络教育招生相关规定。

高校开展网络高等学历教育(online diploma courses)是主要面向在职从业人员的非全日制高等教育(part-time higher education targeting working population)，是高校继续教育(continuing education)发展和成人终身学习(lifelong learning)的重要形式,也是高等教育的重要组成部分。
网络高等学历教育学制为：高中起点升本科五年，高中起点升专科和专科起点升本科各两年半或三年。网络高等学历教育实行学分制(academic credit system)和弹性修业年限(flexible learning schedule)。
通知要求，网络教育要严把人才培养的入口关、过程关、出口关(strengthen supervision in enrollment, teaching and graduation)，合理确定招生规模(enrollment size)、规范招生行为秩序、严格规范招生宣传(enrollment marketing);加强思想政治教育(ideological and political education)、完善教学全程管理(teaching management)、切实加强考试管理(examination management)、从严管理学习中心;规范毕业论文(设计)管理、严格毕业资格审查(qualification screening for graduation)。
