China is aiming to establish a performance management system for budgets at various levels of government in the next three to five years to enable better budget management and policy implementation, according to a guideline published on Tuesday.
25日发布的意见指出，我国力争用3至5年时间基本建成覆盖各级政府的预算绩效管理体系，提升预算管理和政策执行能力。
意见要求，完善全覆盖预算绩效管理体系，各级政府将一般公共预算(budgets for general public finance)、政府性基金预算(budgets for government managed funds)、国有资本经营预算(budgets for state capital operations)、社会保险基金预算(budgets for social insurance funds)全部纳入绩效管理。
意见提出要构建全方位预算绩效管理格局(all-round budget performance management system)：
实施政府预算绩效管理(performance management of government budgets)，将各级政府收支预算全面纳入绩效管理(covering revenue and expenditure of governments at all levels)，提高保障和改善民生水平，确保财政资源高效配置，增强财政可持续性;
实施部门和单位预算绩效管理(performance management of department and institution budgets)，将部门和单位预算收支全面纳入绩效管理，推动提高部门和单位整体绩效水平;
实施政策和项目预算绩效管理(performance management of policy and project budgets)，将政策和项目全面纳入绩效管理，综合衡量政策和项目预算资金使用效果，并对实施期超过一年的重大政策和项目实行全周期跟踪问效，建立动态评价调整机制。
意见还明确硬化预算绩效管理约束(strengthen constraint on budget performance management)，财政部要完善绩效管理的责任约束机制，地方各级政府和各部门各单位是预算绩效管理的责任主体。项目责任人对项目预算绩效负责，对重大项目的责任人实行绩效终身责任追究制(heads in charge of key projects will take lifelong responsibility for budget performance)，切实做到花钱必问效、无效必问责。
