投标与招标是相对应的概念，它是指投标人应招标人的邀请或投标人满足招标人最低资质要求而主动申请，按照招标的要求和条件，在规定的时间内向招标人递价，争取中标的行为。
投标的基本做法是投标人首先取得招标文件，认真分析研究后，编制投标书。投标书实质上是一项有效期至规定开标日期为止的发盘，内容必须十分明确，中标后与招标人签订合同所要包含的重要内容应全部列入，并在有效期内不得撤回标书、变更标书报价或对标书内容作实质性修改。
为防止投标人在投标后撤标或在中标后拒不签订合同，招标人通常都要求投标人提供一定比例或金额的投标保证金。招标人决定中标人后，未中标的投标人已缴纳的保证金即予退还。

aims在此处的意思是“目的”，相当于purpose的用法。

win the tender表示“中标”，其同义的表达还可以是win the bidding。
