China's top economic planner called for instantly triggering the highest-level emergency response in the face of extreme weather, seeking stepped up protection for key infrastructure in urban areas. Improvements should be made in emergency plans for dealing with the harshest weather conditions and a quick-response mechanism should be established, according to a circular made public on Monday by the National Development and Reform Commission.

The circular urges meteorological departments to strengthen forecasts and early warning of disasters, including heavy rainfall and typhoons, and release information to the public through multiple channels.

Cities must come up with a detailed list of low-lying areas that are susceptible to flooding, such as tunnels of rail transit systems, roads, railways and underground spaces, before coming up with targeted response measures, the notice said.

对于城市轨道交通、铁路、公路、市政道路的隧道、涵洞，及公共设施的地下空间等易积水的低洼区域，要形成城市易涝类风险隐患清单，并制定针对性防控措施。
