3月9日，习近平参加吉林代表团审议时以“二人转”比喻振兴东北老工业基地发展。他表示，老工业区发展不能再唱“工业一柱擎天，结构单一”的“二人转”，要做好加减乘除，要通过创新实现优化升级实现适应经济新常态的战略性调整。

Chinese President Xi Jinping on Monday called for new engines to revitalize northeast China's old industrial base amid the "new normal" of economic development.

国家主席习近平9日强调，在经济新常态下，振兴东北老工业区，需要有新的引擎。

老工业区(old industrial base)在英文中有种特定说法，叫做rust belt(铁锈地带)，指某些工业衰退的地区，例如美国五大湖地区(the Great Lakes)、中国东北老工业基地(the old industrial base in northeast China)、德国鲁尔区(the Ruhr district)、东伦敦工业区(the East London Industrial Development Zone)等。

习近平表示，要适应经济发展新常态，深入推进东北老工业基地振兴，抓住创新驱动发展(innovation-driven development)和产业优化升级(optimization and upgrading of industrial structure)，努力形成特色新兴产业集群(foster clusters of emerging industries)，形成具有持续竞争力和支撑力的产业体系，加强同周边国家和地区交流合作，通过深化改革坚决破除体制性障碍(break institutional bottleneck)，全面提高对外开放水平，把老工业基地蕴藏的巨大活力激发出来、释放出来(release great vitality of the country's traditional manufacturing base)。
