Japanese Government Has a New Structure

The Japanese government has a new structure(1) which takes effect Saturday. The changes are designed to give politicians, not administrators【行政人员】, more control of policy. The Prime Minister is to have more power. Several state minister positions are being created to help cabinet ministers form policy. Japanese government agencies and ministries【部门】will be cut from 23 to 13. Several agencies with similar responsibilities will be joined. Observers say the once powerful Finance Ministry will lose a lot of power. A new council on economic and fiscal(2)policy will propose the national budget of Japan. Supporters of the changes say they will cut costs and speed up decision-making. But critics【批评人士】say the huge ministries will be difficult to control.
